In Hong Kong, the scarcity of land means most of the residents are required
to live in smaller areas densely packed together. The relationship between
occupiers of a multi-unit building is governed by the Building Management
Ordinance, and usually also by a Deed of Mutual Covenants (DMC). Disputes
often arise as a result of unauthorized structures (as an occupier tries
to enlarge his space without due authorization) or there may be non-payment
by an owner towards management fee or maintenance costs.

fees, the registration of memorandum of charges
