This Ordinance only started from 1997 and has a relative short history, but it plays a very vital role and has been a constant driving force for urban renewal in Hong Kong. This is witnessed by the reduction of threshold requirement from 90% ownership to 80% in 2010 as the number of applications has increased tremendously thereafter.
